Only ragnir is needed to unfreeze them. Ragnir was waiting for someone worthy of getting the nidhogg fruit. The only person fully capable of taking full use of both being an ancient giant due to their size

Loki is either staying in elbaf to lead and protect the country or joining Luffy to thaw out the giant in punk hazard. He isn’t necessarily needed tho as long as ragnir goes. Loki doesn’t need to be there to wake them up same way he doesn’t need to wake up Gunko

All want to join but lowkey can’t due to responsibilities to their respective countries. Tho each person is capable of sending a “representative” from them. Also as for why those 4 in particular, they come from countries that had road poneglyphs

1. If Loki himself he could still send out Ragnir with the crew so they’re able to unfreeze the giants in punk hazard
2. We know Momonosuke can’t join and is already anticipating Yamato leaving to join Luffy
3. Shirahoshi can’t join Luffy and we already have fmi representation with Jinbe
4. Carrot clearly really wanted to join but lowkey got stuck as queen. As for who will be the representative if not Carrot herself it’s got to be Perkoms or Pedro in whatever shape they’re in. If pound is alive they’re fine it’s one piece. Even if they are dead the homie that has their soul

My mistake on the on ice line, I didn't recall that. It's not confirmed that's Galley Ra on Punk Hazard though. Keep in mind this island was half frozen by Kuzan and these are described as corpses, which Galley Ra isn't, despite what Whitebeard assumes. They're also not nearly big enough, only about five times Chopper's height in kung fu point for the biggest ones. The third point is actually fully debunked by the panel you posted. Nidhogg can't be a requirement to get Ragnir since you have to be accepted by Ragnir to get it. And if Ragnir was the key to waking Galley Ra, why didn't Rocks just say that? He says you need the Nidhogg fruit, not Ragnir.

It was talked about in SBS 113.

Firstly, Oda lists all the official positions of all the scabbards. He lists what daimyo of each region they are and listed Nekomamushi as the “Leader of the Yakuza” and Kin’emon as “Great Elder”, the leader behind the scenes. However, for Yamato he simply says “she’s still learning about the world”. Not giving her an official title in Momonosuke’s court. She isn’t his “teacher” or “guardian diety” as others who didn’t want her to join said her role would be. She isn’t even listed as one of the scabbards. Which makes sense, as I’ve always said, Momonosuke sees her much like Luffy. An outsider who isn’t responsible for Wano and it’s day to day goings on and upkeep.

The second mention is in regards to a reader saying something in regards to “Someone told me that characters that appear in cover stories will no longer appear in the main story. Is this true Oda?” This was right after Yamato’s cover story had just come to an end so this person was assuming that she wouldn’t ever appear in the story again.

Oda explains that cover stories are basically meant to explain what a character has been up to before reappearing in the main story and that you should “look forward to whenever she appears again”. Essentially saying that her story isn’t over yet and don’t write her off just because appeared in a cover story.
