I think the numbers haven't been introduced to us for combat purposes but a bigger plot relevance as something hinted by Big Mom in the latest chapter, so no; Something related to the WG's experiments and Vegapunk. I hope Oda goes that way and not just use them as just some large-sized fodders.

Numbers are not disappointing if you see them as elite fodder, they are stronger than pre timeskip pacifistas. They would have been useful in MF war, for example.
