I don't think it insinuates they are beating them, but that they are pushing passed them to kaido (if spoilers are true)

Pretty sure he wants to end act 3 right around 998/999 with a shocking development, so that he can deliver one earth shaking chapter 1000 (Imu? Vegapunk? Reverie? Blackbeard?).
