Sanji was just too far behind Luffy and Zoro, its good Oda decided to give him the same PU two arcs later
But Sanji is part of the main cast and a growing young character
Admirals are in their 50s
How many people expect Jinbe to grow more in haki, unlock ACoC or 49 year old Kata to unlock ACoC now.

Sanji honestly didnt need ACoC. He was doing fine without it. But Oda gave it to him cuz wings parallel and it was prob planned since Wano. If anything exoskeleton + ACoC sounds better on paper than meito + ACoC

Some admirals can have it. You can bet FA Sakazuki will have it all this time, same as Mihawk situation. Kuzan maybe. Other admirals like Kizaru prob not

Law will likely awaken it. Even if not his DF is already busted enough to do what ACoC does to HKs. ACoC just secondhand amputate. Imu needed ope powers to become immortal. Ope is the do-anything fruit at this point, and Law has strong enough haki + DF prowess to counter HK and ACoC users

For me personally, I don't consider Admirals, Crocodile, Moria, Kuma, Jinbe, Blackbeard, Magellan, Enel, many Yonko Commanders to have CoC, Oda would have revealed it already.

Only Candidates left are those who haven't shown any Named Technique & it makes sense for them to possibly have CoC:
Weevil, Kong, Tsuru, Shamrock, Beckman, Roux, Yasopp ... etc

Shamrock is guaranteed to have it, Beckham was teased to have it in of the special anime episodes and those don't miss (remember the zoro scenes in wano)

Fuji may not have CoC but his fruit is honestly as good as CoC. they kind of pressure he exerts is almost similar to supped up CoC
