Characters who have CoC but can't coat their attacks with it will potentially be able to master it mid fight during the final battle/ Great war.

Law doesn't need CoC. CoC is like adding a strawberry on top of a wedding cake. His DF abilities are so powerful and lethal that it's like he's already using ACoC ver 2. His ope can do literally anything, killing a HK is not out of realm for him, as the one whose powers granted Imu immortality to begin with
The only reason to have it would be for the love of the game, to glaze him. Check off the list of confirmed conqueror's since Law is clearly one. And to keep zoro fans in check

The only references Chinjao actually has when it comes to Admirals and Emperors are Garp and Sengoku, who have ACoC (Chinjao was Garp's rival), and Whitebeard.
The Emperors have always been portrayed as greater challenges for Luffy to overcome. Egghead proved this, and the manga continues to reinforce it in Elbaf.
The Admirals aren't even relevant enough to serve as major obstacles for Luffy to overcome on his path to becoming Pirate King. Kizaru couldn't even manage to be the main boss of a single arc. He was completely overshadowed by Saturn and the Gorosei and pushed aside throughout the entire arc.
I genuinely don't know where you guys are getting the idea that Oda considers Luffy surpassing an Admiral to be important, when at this point in the story, Luffy is literally punching the King of the World and actively competing with Blackbeard for the title of Pirate King.

Already a 3 Billion bounty pirate fighting the strongest characters in the series, defeated a yonko, face of the new gen, etc. Even Zoro thought that only captains could get CoC, and Law is one of the most significant captains in the story.
That being said, he will be absolutely broken if he has it. Arguably top 1 hax, acoc, and a sword that puts Enma to shame if Oda makes that novel lore canon.
He will really be the new gen WB who have these under his belt:
One of the strongest fruits
One of the strongest haki
One of the strongest weapons
They also have a more similar disposition compared to their hotheaded peers.
