let me make things clear, the confirmed spoilers (not from redon) is from arara, the guy who posted the spoilers is the same guy who posted the images of chapter title.

I repeat, Redon is not the only RELIABLE source of spoilers. For his part, he will only have to make a complete summary of all the informations, informations that we already have and that is not fake.

Sure but it doesn't change the fact that Radical Beam = Kong Gun in portrayal

Doesn't portrayal them equal, as example Luff moveset and higher end attacks are far stronger, he one shoting a lvl 1 fodder with his G4 attacks and actually Franky one shot it a lvl 1 fodder doesn't make them equal. In the case I doubt radical Beam would damage Doflamingo as Kong Gun did.
Also the case why Luffy attacking the numbers seems important.

If you're taking what makes the Topi Roppo looks good, same should be done with Franky
