I always think pirate king is never the pinnacle of powerlevrl, that's why I don't take stuff like "pirate king level". Pirate king is just a title for one who found one piece. So far from what we know Roger only defeated rocks (with Garp help). He bow down to his rival to get one who can read poneglyph and stealing poneglyph from constantly pregnant big mom. So pirate king Luffy to not being the strongest alive is very possible

strong doubt, aside from this being the shonen where protagonist relatively become the strongest in their respective verse, luffy has stated he wont become the pk without surpassing the current top tiers in the verse including the admirals and the yonkos in order to truly be the pirate king.
