"This game will begin with a Day phase. Day 1 will exceptionally last 44 hours. At the end of each day, a vote count will be provided, however, it may not reflect the actual vote value."


So the vote count won't actually prove anything.

fuji's 0.5x vs town is definitely a town passive, maybe even luffy who wouldnt wanna kill his allies hence the vote reduction.
