Because they were already able to hurt Jack without Ryou.

Ryou is techinique does not mean is strong than any strong normal atacks, means is techinique that Can do other things for some needed situation.

Theres lots of characters that Can be way stronger than the SCABBARDS but If they CANT use ryou, the scabards are way more of threat for the kinds of big mom or kaido than strongest oponents without Ryou.
