Yonko and Emperors are the same thing. And yes Ray was portrayed in a better light than them.
Rayleigh's infamy dwarfs that of the Yonko and Admirals, let alone their subordinates
Sanji who knows about Rayleigh, had no idea what an Admiral was in the Navy
Nami, who knows of him had no clue who the yonko are
Marine Officers were confused when Akainu and Sengoku were talking about Oden. Marine officers, those whose job is to know about dangerous pirates that have sailed and are sailing the seas are confused when Akainu and Sengoku talk about Oden, and Oden is only remembered as the guy who was a commander on WB's ship years ago.

Also, something else about Ray is that for example SHS had no idea who Crocus was too, even though he was a doc on the RP ship, but Ray's world renown. So it's not riding on the coattails of Roger.
