If Oda wanted those three to be the same characters he would have made everything about them identical. The one Zoro fought had a tattoo on his chest and was using all swords. The one Yamato is facing uses a sword and gun. He is also missing the chest tattoos. The gun wouldn't have covered up all of the tattoo.

You can see the same fish tattoo from his arm. All 3 panels are showing the same person, who seems like he’s a Headliner. The first time he was shown, Oda didn’t have his design fleshed out so missing tattoos etc.

That big figure in the flower capital is probably the Myo'o (guardian deity) that Hyogoro was referring to. It remains to be seen if that was just a cultural reference from Oda or if that was an actual character from Wano's past
