Urouge would be cool, and I feel like his story would have heavy Jinbe vibes - they’re both characters we’ve known for a long time, but not very well at the time of their respective side journeys, so that’d be a cool way for us to learn more about him before he comes into play for the main narrative.

Urouge's? For a character be the main focus in a Cover Story,first he/she need have a big participation in a arc,and in the end,let a loose thread about his fate between the last apparition and possible return in future. Urouge's participation in story so far wasn't as big as Wapol's and Enel's in their respective arcs,so is impossible make a Cover Story full of great content belonging to him. Urouge's big participations will come yet. Be patient.
Bad and disposable option.
Germa 66's? Big Mom Pirates eventually getting the upper hand against them at the end was a part of the story impact from Totto Land Arc. The weight that come when you challenge something of Big Mom Pirates's level without be all you need. Judge and his three sons were the worst kind of people possible during their whole lifes,so meet their end by the actions of a bigger power is the best fate for them. Let them alive and give them a forced and bland Cover Story would be the second Ass Pull following Pound's comeback and it would be Oda starting his way to ruin One Piece forever. Offscreen death is the best for Germa 66. The exception is of course,our beloved Reiju. Unlike her father and brothers,she is a great person and deserve take a better course in life. She could very well escape from Totto Land using her intelligence and make a sudden return in main storyline,without a Cover Story,only explaining how she come back when arrive.

Katakuri and Big Mom Pirates's? The continuation of their story not fit nowhere but in main storyline. Linlin already confirmed she will go on until the end with the alliance with Beasts Pirates,so of course,she can't have a conflict with Straw Hats without her crew complete. The rest of Big Mom Pirates that are missing should arrive in Wano before the end of Act 3 and participate of the big tragedy by defeating Straw Hats crew.

Pekoms's? Just like with Germa 66,Pekoms staying behind to the mercy of Big Mom Pirates was one of the things which gived Totto Land Arc story impact. He surviving without logic and getting a Cover Story would make Totto Land Arc definitely worthy of be called of garbage and would start to ruin One Piece forever. Pekoms should stay a definitive sacrifice.

Monet's? Sincerely talking,she is the best loose thread that emerged since the start of the journey in New World,both story wise and extremely popular in the fandom. The fandom paid attention to every single small hint about her during Punk Hazard Arc and imagine thousand of things about her until nowadays. A Cover Story about Monet really wouldn't be a forced thing,would be a huge dream of fans being realized and would make One Piece even more complete than already is.

A Marines focused cover story or Revolutionaries one would be great too. I'd like to see more about the Vice Admirals.
Last idea, maybe the missing WB pirates and allies who are still alive and what they're doing.
I wish Oda would elaborate on whos wedding Shanks was at and also what happened after Barto assaulted one of his territories and burned a flag of theirs.
