It’s not and it never was. Just fanboys. There was always a chasm between him and the Yonko. He admitted it himself, when he tried to “measure the distance” between him and Whitebead, who at that point was sick and dying. And then on top of that, Oda had the resulting slash get stopped by Jozu. It was never an argument for anyone people should take seriously on the matter, and was mostly spread by ridiculous Zoro and Mihawk fanboys.

People call him the strongest but he has yet to receive that text box confirming it from the author himself. Oda has deliberately gone out of his way to play around with Kaido's World's Strongest Creature "title." I won't fold my opinion of him being #1 just yet but if Zoro deadass said "the so-called strongest" then you gotta admit that the WSC title is in legitimate jeopardy here mate.

Those text boxes are not from Oda though. They are the in-world perceptions. Demaro Black for instance, is not Monkey D. Luffy, despite what his text box said.

Though I guess it's a good compensation for you to finally have a credible hint leading to Zoro participating in the group fight against Kaido(where Luffy would outshine everyone anyway) after the the realization that Zoro's ultimate goal is weaker than Kaido

Kaido could be an ancestor of Oars-the continent puller. Did we always think the wrong thing? Maybe Oars could pull continent by not his physical strenght (considering his size it isn't realistic indeed) but by a sort of spiritual power like Kaido does now. Or maybe Oars could really pull island due to his immense physical power but Kaido inherit this ability in a different way. There are some hints about an eventual bond with Oars: Moria used Oars to improve his crew since he saw his power fighting Kaido, the form of the horns in Kaido's head, Kaido's shape, the giant skull on Onigashima.
Just a theory. I'm probably wrong... let's see.

I mean I can see how Apo is pretty damn strong. This trope of "hax df users = weak in stats" does not always have to come true. And with Apo's rivalry with Kid and his general portrayal among the supernovas even pre ts, it makes a lot of sense for him to be in that physical strength camp, even though he has got a "hax" df. Dude is legitimately strong.

But hybrid Drake? It's not like base Drake was lacking in strength in the first place, as seen when he could keep up with Zoro some chapters back. I dunno, mate. It's like Oda simply ignores that ancient Zoan stat boost, even though it's not typical for Oda to do that. He actually gives a damn about those things most of the time.
I wouldn't say shit if Drake would have the "Dachshund"-Zoan, but man, he's a freakin Allosaurus... :D

Imo Oda is having difficulties in handling all these characters at the same time, obviously I'm not the author but making Apoo defeat a tag of Zoro and Drake till the end would have been a much more balanced choice
