Because Apoo stopped. This is the panel right before Zoro and Drake pull up. Apoo was focused on holding off EVERYONE then Zoro and Drake pulled up.



 
If you're paying attention you can see Apoo raised his left arm to block Zoro and his other arm was either blocking Drake or was in the middle of clashing with XDrake.

Thats why XDrake is still in the same spot while Zoro is way ahead; it was a clean cut.
Or he was about to use the other tonfa to block another Drake attack because if you remember, Drake has two weapons as well and he was attacking Apoo at that moment.

Go back and look at the scene. We see the end of the tango was cut through.

Being fast enough to lift a hand or weapon doesn't mean you are fast enough to evade an attack. If he could have he would have. You are just refusing to acknowledges Zoro's skills and fighting style. The same happened with Killer, he went from being able to react, block and evade Zoro's attacks to being blitz because Zoro stepped up is level and speed.
It means precisely that because of the situation Apoo was. He was dealing with another guy with his rank in CQC while him not being a CQC specialist and the other guy was, and despite that he could lift his tonfa and try to block Zoro (in case this happened) despite even not seeing him at all (no drawing of his face reacting/noticing Zoro at all).

Killer was blocking all of Zoro's attack until he lost himself a scythe, "gave" the scythe to Zoro who increased his weapons and could do a stronger attack to a Killer with only one weapon left. You don't know what would happen if Killer had two weapons and that moment against three of Zoro. What you might think is headcanon.
 
And can you tell me how only something that can be used in combat = hype, lmao. Im-sama and the large straw hat was shown in Mary Geoise and people were hyped as fuck. We got to know about Joy Boy and people were hyped as fuck. Fuji levitated that rubble in Dressrosa and people were hyped as fuck.
It's different.
The Imo stuff is hype about the story and the mysteries left for us readers.

The Kaido stuff is about powerlvls. Kaido's fanboys and fans were hyped and saying that he has the best feat and is the strongest, etc, etc because of this lifting island stuff.
So the point here is, is that lifting island relevant for combat? Can he apply all that force to a small target like a person? Or can he uses it against a person in general? If the answer is not, then the hype is not really hype.

Luffy has been in similar situations dozens of times. He was about to use G4 against Ulti, Nami's opponent. It's obvious his RHM would have the same difficulties or even more against Black Maria and her crew/subordinates after falling into a trap since Black Maria > Ulti :kayneshrug:
