Pretty much.

TOEI follows the manga pretty accurately, there was no substantial point in rolling with surprise mode when that was pretty much already spoiled. It would have only worked for the people who don't follow the manga accurately or don't follow it at all and only watch the anime.

People need to understand that whatever extra happens in the anime isn't non-canon/filler. The makers aren't dumb. Oda can't put everything he wants in the manga and hence they're expanding on it in the anime, most probably on the request of the editors or Oda himself.

Don't worry, we all know they are filler scenes, trolling is common here
