Future Sight is a particular way in which one can use CoO, but not the only one, and it's possible for a Future Sight user to have worse CoO in general than a non Future Sight user.

For example Fujitora probably doesnt have Future Sight but still has better CoO than Luffy.

theres more to COO than precognition or combat use. Luffy is only advanced in precognition. Sanji seems to be a better user of the sensory aspect.
