He was talking a race which is different than combat speed. Even in that race Oda still make Zoro get off track so you wouldn't rank as high as could have.

He set the entire floor on fire with his healing flames. That healed everyone, except remove the virus, on the floor that was set on fire. Apoo was the floor so he would have been set on fire. That's why he got up after the floor was set on fire.

Instead of flying around the floor the find everyone infected it was faster to set the entire floor of fire.
