Kaido's jurisdiction is unnecessary here since Orochi handled the administration part of Wano, so anything pertaining to slavery or expansion of factories should be managed by Orochi
Luffy fought him in both forms G3 vs Dragon form. G4 Human/Oni form which is when he lost. Yet in Udon he only mentions his tough scales not his skin. IMO if Kaido was a human, his dragon form would make him stronger, yet in the fights we've seen, he's transformed to his 'human' form to finish Luffy, Oden & the scabbards
Shouldnt we be able to see the scales in base form if there are any?
Zoan forms have always been unfit for combat, that's why any Zoan goes into base or hybrid when they mean business.
Yamato has a tough skin as well, she doesnt have Kaido's fruit powers so it is coming from the race they belong to - Onis...
Maybe it's connected to the numbersame? Maybe Kaido not only bought the numbers but actually supplied people for experimentation

Kaido had been in want for 5+ years and the scabbards had ever seen the numbers. They we're not even present a few days back when Kaido and oden and the scabbards fought in Udon.

Reason why Kaido is so clumsy in his "fish" dragon form is because as a fish, as a water based predator, he must be able to move around in water, twist and turn like a gyroscope, and that is not possible if he has a sensitive inner ear like land based animals have to keep a sense of a balance. If you give a fish that it becomes dizzy and desorientated.
This could explain why Kaido is so clumsy in his dragon form. He is so clumsy because he doesn't have the same sense of balance and orientation that he would in water where his form is natually suited
Except it was stated that Whitebeard didn’t know about Oden and Kaido, not that Whitebeard wanted to take revenge for Oden but was scared off by a waterfall.
Since Kaido is apparently a fish, does this open up the pandora's box of "aquatic zoans" then? How does it even function with the DF weakness to water? Is Oda breaking his own rules or has he just been misleading us all along deliberately?
Now the idea of an actual Water Fruit doesn't seem as ridiculous imo.
