Rayleigh and Katakuri never became leaders and stayed as underlings even at their peak. That's the kind of people that shouldn't have it in my opinion, since they were the opposite of what a Conqueror should represent
I see. Okay. That's fine by me. Zoro probably won't be a part of Straw Hats during his peak as it is likely that once final War ends, Straw Hats would dissolve.

So, Zoro having CoC is non-issue.

As for Rayleigh and Katakuri, we're yet to see how Katakuri's story ends. We however know that Rayleigh remained solo after his time with Roger. So, he was on his own, below no one and remained the Dark King. So, those are fine too.

Katakuri is 48. Rayleigh is retired and his prime is behind him. And what was the peak of his career? Being a member of the Roger pirates UNDER Roger...

His peak didn't end when Roger died. His peak ended when his strength diminished due to him not fighting anymore. His peak is not dependent on Roger.

As for Katakuri, if BM falls, he will be the leader and he is at his peak.

Point remains.

I don’t see how having COC and being under someone else are mutually exclusive? Having COC just means you have the will to stand above others, which Zoro certainly has. He wants to conquer the world of swordsmanship and be so famous that his name will reach the heavens. Having COC doesn’t mean that you can’t value someone else or their dream over your own.

Look at Boa, she has COC but if Luffy told her jump, she’d say ‘how high?’. Likewise, Ace gave up on becoming pirate king and adamantly felt that Whitebeard deserved the throne. Doesn’t mean that either of them don’t have strong wills or that they aren’t conquerors in their own right. It simply means that they’re capable of putting their egos aside from someone else, which is more a compliment to Ace and Boa than anything else.

I don’t think Oda wanted COC to = douchebag egotist leader that won’t accept orders from anyone ever. He simply wanted it to differentiate exceptional individuals with exceptional willpower. Remember how Boa was incredibly touched when Luffy, a fellow COC user, bowed his head and asked for Marguerite to be released? Similarly, if Zoro has COC, it will only bolster the sheer depth of his loyalty to Luffy.

And the 1 in a million thing still makes sense for how many people there are in the world. 12 people have CoC right now...Alabasta alone had over 2 million people. That's just one island in the Grand Line.

See that's the thing. Luffy has the will to rise above everyone with no exceptions. Zoro wants to rise above others but not Luffy, since he understands he's below him. There is nothing Conqueror-like about settling for 2nd place to me

It’s not actually possible to always be first place or the supreme leader in life. Not everyone wants that, and not wanting that doesn’t diminish your individual willpower or capabilities. In fact, the vast majority of COC users in the series are or have been under other people in the past.

LinLin, Kaido, Whitebeard -> Xebec
Rayleigh -> Roger
Sengoku -> Kong, Gorosei, Imu
Shanks -> Roger
Boa -> World Government
Doffy -> Kaido
Katakuri -> LinLin
Ace -> Whitebeard

Which is perfectly acceptable to me, particularly when COC users follow another out of loyalty or affection rather than fear. Case in point -> Boa under Luffy’s grand fleet, Ace under WB and Rayleigh under Roger. If Zoro joins their ranks, it will just follow the Ray/Roger parallel and doesn’t undermine either Zoro or Luffy.
