If Luthon also places a bet and offers up to get a penalty then fine
If either one our our outcomes happens, Luthon faces a penalty along with the loser. But if none of our outcomes happens he gets give us a penalty of his choosing
If you don't have a reason for him randomly giving out penalties then he should just make it a three way bet in order to join
