Plus Luffy really needs a viable rival from his age range to lessen the "chosen one" feels that are more and more rising up, especially after Dressrosa and Law turning into a cheerleader.
And yes, Oda is generally bad at treating abilities creatively.
It´s pretty straightforward, second or third commander of a Yonkou.
To be fair, most of the times these two are interchangeable, there is not a big gap between them, but there is between the first commander normally, so it´s to signify that Kid is not where Luffy was at the end of WCI.
In the end though, there is not much in the manga that suggests that right now. Even more, Luffy has gone through two major power-ups in the New World which were done by abilities the actual top have.
