That’s your perception but it isn’t reinforced by anything in the manga. Luffy is the Pirate Messiah showing up to fulfill Oden’s prophecy of defeating Kaido.
But regardless, the point of the scene is to show the old (or middle, technically) era of Pirates in Kaido and Big Mom, vs a new era that is finally ready to stand against them as equals, as emphasized by Luffy successfully injuring Kaido after dodging an attack from him.
Bruh. The narrative is culminating in this moment. You can’t disregard a narrative climax because you still aren’t ready to put Luffy = to Kaido on your tier list.
I'm thinking the 9 shadows prophecy was a red herring, to give false hope that the scabbards had a chance.
