Is Luffy on same level as Law?

Luffy never used Internal Destruction haki with Gear 4 on kaido. He only used normal ryou barrier/emission haki with Gear 4. Which means Luffy is still holding back.

He used Internal Destruction haki with Red Rock though.

I’m not gonna lie, Law was the least impressive this chapter. Luffy damaged Kaido, Zoro and Killer damaged Kaido a bit, Kidd showed off his new form, Zoro cut Prometheus, and all Law did was throw rocks at Kaido
At least use Gamma Knife man. I guess he’s saving that for later on into the fight.

Zoro hasn't made Kaido bleed, dodged a serious named attack or made him hallucinate yet. Clutch support from Luffy's right hand, but don't go crazy, Roger and Rayleigh are not on the same level, and Shanks and Ben aren't either, zero reason to support Zoro being on an even level with all out Luffy.
Luffy is the only man on the roof with INTERNAL DESTRUCTION haki, that is why Luffy is the only one who will be able to overcome Kaido's monstrous regeneration, he's also the only man on the roof with FS.
