That’s like saying characters below Commander have been able to block Zoros slashes so his armament haki is not bad but it’s not great. It’s a bad way to discuss haki. Apoo caught Luffy off guard therefore Luffy has not great observation haki either despite having observation haki better than Katakuri.
And these characters you’re referring to who caught him off guard, Doflamingo who is definitely stronger than some commanders, Judge who when weakened fought against Snack so if he won is at least commander level, and King an actual commander right?

This wouldn't happen with someone who had great observation Haki. At the very least a person with great observation wouldn't get caught off guard twice. Thats why I said Sanji's observation Haki can be great in moments. But in combat its Average

And how was Sanji supposed to know the powers of judges raid suit? He didn’t know the cape was a shield and fire proof, He never studied the suit so he wouldn’t know what they can and can’t do.
And again I can do the same crap with Zoro and Luffy showing Zoros hakified sword being blocked by Apoos tonpa or showing Luffy a person who sees the future getting knocked out by his attacks.
Imagine discussing CoO in 2021 like it had any kind of consistency.
punk hazard showed us that with Law being incapable of cutting Smoker with his sword because of smokers haki, then Vergo smashed smokers jette, then Law cut Vergo in half like butter. Odas a great story teller but he doesn’t give a shit about power levels
Judge was definitely strong don't get me wrong, we know he can fight a commander and come out ok but that doesn't mean he was commander level. Also Judge didn't know Sanji's abilities either, neither of them knew each others abilities. I never said Zoro had Great Armament Haki....... Zoro has shown good Armament Haki in combat and we have actual evidence of that. I'll give you benefit of a doubt, Sanji hasn't had a legit 1v1 fight yet. But so far his observation Haki in Combat is about Average. Outside of combat situations , his observation Haki has looked great sometimes.
I feel like Im being really clear about this bro..... Post Timeskip Sanji has not had any crazy observation Haki feat whenever he's fought someone, but in situations like the wedding, or saving someone in need, his observation Haki has been good. So when I say Sanji's CoO Haki in combat is average but outside of combat its had good moments. That shouldn't sound crazy to you, its a pretty accurate statement.

No, neither knew of the others abilities but raid suits are different as they have unique abilities Sanji didn’t know that the raid suit was fire proof or the cape was a shield but judge can see that Sanjis legs on fire and itd suck to get hit with that.
And I’m just saying you can’t say Sanji doesn’t have good Observation Haki when he showed incredibly impressive observation haki feats. I think we should wait for Sanji to actually have a fight as he has yet to have an actual fight but his feats can’t be ignored.
Imo returning from the timeskip Sanji CoO > Luffy CoO as evident as Sanji being able to dodge Katakuris attack but Luffy was incapable of it at first, just like Zoro CoO > Luffy CoO as evident that Zoro had the ability to flow his haki as well as harden.

Sanji literally fought Yonji before Judge..... So he knew the abilities of the Raid suit bro.... Ok you know what, overall Sanji's observation is good NOT GREAT. And its NOT better than Luffys. Luffy has better observation Haki than Sanji and Zoro even before future sight...... You realize Luffy is the straw hat who hardens particular parts of his body in combat the most out of everyone? Thats an observation Haki feat.....
