Wano was objectively a disappointment for Zoro's character.
So many Zoro plots went nowhere:
* Zoro rounding up the Samurai
* Kaido detecting Oden's presence in Enma
* Kaido declaring that we'll never see a Monster Samurai of the likes of Kozuki Oden again
* Zoro's comparisons with Ryuma
* "The Second Coming of Ryuma"
* Zoro visiting Ryuma's grave
* The Grim Reaper
If Shanks is stronger than Mihawk, then not only Mihawk's character but also Zoro's will be fraudulent. Zoro will never achieve his dream and become the real World's Strongest Swordsman.
At Marineford Doflamingo tried to recruit Crocodile and Crocodile replied by saying Doflamingo should be asking to become Crocodile's subordinate instead.
Imagine still thinking Mihawk is below Yonkou level after he was given a bounty > 2 of the current Emperors (despite being an underling) and turned down the Yonkou seat in the same chapter.
Same chapter went on to further reiterate his superiority to Shanks.
I don't really feel compelled to wage the "Mihawk is Top 1" agenda right now, but his top tier status has been solidified beyond any doubt.
