I imagine Sambel (Sunbell) being the strongest after Gaban and the last of Roger's last heavy hitter if Nozudon's not included, but if Crocus is the strongest under the heavy hitters, then it'd reinforce my conviction that Chopper is the strongest of the weaker six.

I don't put Ryokugyu above Shanks, but I don't think Shanks would have an easy time with him either. Aramaki is a mid-high diff for Shanks at the bare minimum.
