Hot take: Dressrosa and WCI ended with Luffy surpassing Doflamingo and Katakuri respectively, but those fights started with Luffy as the weaker fighter.
If One PIece was written like Naruto, then each Tobi Roppo would get their own arcs that'd lead to each Lead Performers getting their own arcs that;d finally lead to Kaido's big arc.
