What's the narrative appeal of a bum like Shiryu defeating Mihawk to become WSS and robbing Zoro of his destined rematch several decades in the making?
Whitebeard = World's Strongest Man
Kaido = World's Strongest Creature
Big Mom = World's Strongest Woman
Shanks = World's Strongest Swordsman (if he had two arms)?
Shanks = World's Strongest Swordsman (if he had two arms)?
Buggy = Has the World's Strongest Swordsman
Blackbeard = RHM will become World's Strongest Swordsman (before Zoro)?
Luffy = RHM will become World's Strongest Swordsman
I don't get these theories on Vasco Shot fighting Sanji or Jimbei. Sanji and Jimbei are heavy hitters of their crew. Oda has done nothing to make Vasco Shot important enough to consider being a heavy hitter. He's no more important than Sanjuan Wolf and Catarina Devon. Meanwhile, we have Burgess, Shiryu, Pizarro, Lafitte, and Kuzan; all of them are either confirmed heavy hitters or show signs of being heavy hitters.

Shiryu is the right-hand man to whom is likely Luffy's final boss. The BB Pirates are depicted as better versions of the SH. If EoS Zoro is top tier chances are so will Shiryu.
[And no, 2-armed Shanks wasn't stronger than Mihawk during their duels.]
There's no proof of this, and there are hints that Mihawk last fought Shanks with one arm. (May make a thread on this one day.)
