I think Zoro and Luffy have learned the Mihawk/Shanks way. What was it Mihawk said to Zoro when he beat him with a small knife? Something to the effect I don't hunt rabbits with a shot gun?
And following that thought pattern if it is Higuma its one thing (miscalculation in hind sight), if it's someone like 3B Kidd it's best to bring out that shot gun as soon as possible before he is prepared and puts up a fight.

Because Oda is saving it for a bigger moment. Whole Wano was spent to highlight haki, power of the very strongest, haki trumps all etc. Goes on to show Shanks and Garp owning with haki.
When ACoC will be used here, it will leave no doubt.
