Mihawk is not Hawk Eyes for nothing. He is the first character in the series to recognize the potential of Luffy and Zoro, the Future PK and WSS. He then immediately recognized their growth and special affinities at Marineford/Post Sabaody. He may not have known about Nika but he knew their potential before they had even met Arlong or defeated Don Krieg. So its big intel for Shanks and big intel to keep away from WG.

Mihawk is likely on the level of Admirals, but I wouldn't say he was the "strongest" WG affiliate. I'd say Prime Garp was definitely stronger than Mihawk, and likely Old Garp as well.

Mihawk once referred to the warlords and the marines as '2 groups of equal power', and that was when they had Garp and Aokiji still around.

Since there are so many marines I would say this comfortably puts mihawk on top of all marines

Purposely sacrifice his arm to manipulate luffy into following the nika way + it didn't affect anything when it comes to his power, this isn't bleach.

- Skipped every meeting held unless he was personally interested

- Put in a lack luster performance in Marineford, only interested in meassuring how strong he was compared to WB. Actively held back against everyone from Vista to Fodder Z

So the only benefits of Mihawk as a Shichibukai was that he stopped hunting marines, scared off lower level pirates and presumably shared a small percentage of his loot with the WG. He didnt do anything against the Yonko or top dogs as far as we know.

Tbh, almost every Shichibukai was like that or worse. DoFlamingo was an underworld broker and the main weapons supplier to a Yonko. Crocodile plotted against a WG affliliated country and wanted to take control of Pluton, which would be a severe threat to the WG. Jinbe was allied to Whitebeard. Hancock didn't care about anything besides protecting Amazon Lily. Kuma was a double agent for the revos. Blackbeard used the Shichibukai status to release ID level 6 prisoners and steal WB's DF.

The best Shichibukais were actually Weevil, Moria and (possibly) Buggy, who were effectively eliminating pirates in the Grand Line and weren't a threat to the WG. Incredibly, Moria is the OG's best (lol). Considering that, having Mihawk freezed was great.
