Speculations Why can’t a body part be made permanently black?

Probably because the will of a person changes over time. What people want and what they focus on changes depending on their mood and what's going on around them.

A weapon, like a sword, doesn't usually have a will of it's own. So, you can probably "imprint" the feeling of a certain moment onto a inanimate object and it can "harmonize" with that emotion continuously without changing. "Humming" with a passion that may have only lasted a single moment for the person who originally had that amount of willpower.

That might be why certain blades have "demonic" or "obsessive" qualities. It might be the reason behind the "cursed blades". It's because those weapons are constantly feeling a strong will that never changes. It's the only emotion or feeling they have, so they seek out to use those emotions and force their wielders to feel that same determination that their very material is filled with. "Cursed blades" may be the swords that are the closest to becoming Black Blades. Which may be why Zoro seems to collect so many of them.

A human will probably eventually feel "tired" or "sleepy" or "hungry". But, a weapon won't. In order to permanently turn your own body black with Haki, you'd have to constantly feel nothing but pure determination and will at all times. That's just not possible for most people. But, a weapon most likely doesn't have that same problem.

...Maybe? It's not like we really know how it works. But, this sounds good to me.

And if it’s just a skill issue, why weren’t Ryuma’s and Mihawk’s arms blackened also? Swordsmen consider swords to be an extension of their arms
You would probably have to cut such arm off, only a sword can withstand such.
