I would say Gaban's is higher though.

I don't think that OP's merchandising is ever letting go the possibility of revealing Roger's crew bounties. We might not get in the manga, but sooner or later, be it magazine or VCs or some new databook, we are going to have them.

I think that it'll be Oden (IMO, Oden will have a higher bounty than both Rayleigh and Gaban). He was more of an ally than a subordinate and has a parallel with Sabo, so that probably puts him in a higher ballpark than both Rayleigh and Gaban, even if their strengths are comparable.
