Genjutsu still works on Bee, it only takes him a short period to break out with the Hachibi. This means most of Itachi’s regular antics work to a lesser extent and Tsukuyomi is still game over if Bee is hit.

Amaterasu on full Bijuu mode is still enough to put Bee down for a bit of time. Enough for Itachi to follow up with Totsuka.

I mean even pain will have difficulties beating full BM bee. Itachi's all 3 MS techs can take down bee.
