It's self evident imo. Chopper has the niche of being naive, goofy with Luffy and Usopp, like a little brother to mostly Zoro but sometimes Sanji, he sometimes gets personally invested in matters, like when he feels like science/medicine is being corrupted like PH or TB. Franky? His niche is just another one of the guys who's immature essentially. Even PL wise, Franky is strong but doesn't actually do much for fights etc.....
Which doesn't mean he's a bad character or anything, but the OG 7(and really og 5 more then Robin or Chopper) will always be the most important...
