I didn't even notice that Jack considered even weakened scabbards too much for the Tobiroppo lol. That really just says it all, nobody except maybe WsW should even be in discussion with even Kiku (weakest scabbard).
How does Ver-san compare to other upper vet characters?

Just for context, I consider entry level commanders to be base Dukes/Cracker/Jack/Shutenmaru. Everyone below that is varying degrees of vet level IMO
I also think you're judging Kin'emon's performance in PH too harshly.
Kin'emon there was confused, in unknown lands, mentally disturbed (lost his partners and Momo). Of course he looked like a chump, when we know his persona is of a dumbass.
This is in stark contrast to him facing Kaido, against whom he had hardened his will, fully prepared and was ready to go all out - he lived for this moment, he was at his best against Kaido.

As expected, Loki is too damaged to have a real fight. Top 1 showed him mercy and put him down gently so Gerd can heal him. As expected of my benevolent king 
It's weird that Oda chose to remove Shamrock. I don't think Gunko, Sommers, or Killingham can carry a main arc fight from a stakes, characterization or power level standpoint. We need a legit villain, unless Elbaf is a short transitional arc that will wrap up quickly, which I seriously doubt.
