Yeah, there doesn't seem to be a universal ranking, but that order does appear consistent across popular games.
I consider both these character as gatekeepers to commander level or "high tier".
Vergo was closer to Doflamingo though, undeniably. There is a reason Vergo was given "Corazon" title,
I don't think he is down played by anyone. if anything most people assess his strength correctly. There is no way Shiryu is stronger than Kuzan. Kuzan rivals BB himself in strength. There is a reason Kuzan is always being treated as an outcast in the crew. It's only Zoro fans who try to wank Shiryu. When oda does the bounties Kuzan will likely have a bounty similar to Mihawk while the rest of the titan captains will probably have the standard 1.X Billion bounties reserved for high level yonko commanders.
Sengoku should be disrespected. Fresh Sengoku, in his Mythical Zoan form and with Garp, ended up with that many bandages after facing pre-timeskip Blackbeard for such a short time. That's the only fighting he did in the war besides punching Luffy and holding Garp down.

The #2s color spread isnt showing 2nd strongest nor the leadership of right-hand men aka the ones that leader puts the most trust into.
The #2s spread shows the 2nd biggest names of those organizations.
So yes, Shiryu>Aokiji cannot be argued based on that spread but it is true regardless and it will be clear once Shiryu starts showing off.
If you wonder why Shiryu's name is a bigger name than that of Aokiji, it is pretty simple actually.
Both are former WG employees who now work for an enemy organization.
While Aokiji was a part of Marines who have countless bigger names than that of an Admiral, such as Fleet Admiral, Supreme Military commander Kong and legends like Garp and Tsuru, the only name above Shiryu's was Magellan's because in the imprisonment facility that is Impel Down, Shiryu and Magellan were the biggest names. Impel Down is not under Marines, it is of equal status.

If Oda intends for Blackbeard to surpass Roger/Rocks, then it's reasonable to argue that Shiryuu could surpass Rayleigh/Whitebeard. It all depends on where Blackbeard goes.

Interestingly, in the card game contract bridge, the suits are ranked for bidding as follows: Spades (Pica) > Hearts (Vergo) > Diamonds (Diamante) > Clubs (Trebol). That's the order I've always seen them in.

Owning Gura Gura or any other powerful DFs doesn't make you suddenly immune to Magellan's hax. Maybe you can talk about logia and Magellan lacking armanent haki, but the fact that Gura Gura is paramecia confirms having it doesn't make you any stronger against Magellan's poison.

Either Yami BB or Yami Gura BB or DFless BB are the same. Without knowledge, they all got one shotted by Magellan's poison.
