The invite was situational, if he was on the crew Hajrudin would've no choice but to free him
If he is already freed Luffy has no reason to invite him

The fact that Loki is being seriously considered as a candidate and people are completely disregarding his overwhelming strength is a good testament on how desperate people are getting for new nakama.

People need to be more realistic with their expectations. You can't have every "new arc side character" join the crew. Strength, role, dynamics all have to come into play
Right now Bonney remains the strongest candidate because she checks all these boxes plus she's still around, and even then she's not a guarantee
