For reminder: all four of Vergo's victims: Tashigi, Sanji, Smoker and Law. All of them are central characters supposed to grow massively during the timeskip. Punk Hazard is second arc after timeskip and debut for post TS Tashigi, Smoker and Law.
So we are supposed to see the growth of those 4, only to find out those 4 got destroyed by Vergo.

TLDR:
Vergo felt like REAL THREAT, DANGEROUS enemy during Punk Hazard arc. A BIG OBSTACLE.
Calamities are clowns that never felt like serious threats.

After exoskeleton even Seraphims are no deal for Sanji so Vergo wouldn't be even able beat Queen or King.
