Why was Doflamingo's bounty frozen while he was a Warlord, and after the abolition of the Shichibukai system, it was likely reassessed?

Dude just ran through a gauntlet against 3 High Tiers (High Tier's standard were higher during PH days). Each of the High Tiers injured him but none was enough to KO him. In the end, he got taken out by hax.
So yeah, Vergo is endurance monster.

2. Wano Jack = dukes and minks worth 1 island for days
3. Kaido = scabbards, Rooftop 5, Luffy, Yamao, Nika
Difference is Jack fell to normal means (fighting against dukes) while Vergo and Kaido fell to hax (mountain slash and lava).
Oda is treating Vergo the same way as he is treating WSC.

The problem is fans want to act like Vergo was a pre timeskip character for some reason. There's really no issue with comparing him to the weaker commanders
