Is Chapter 0 actually even canon tbh? It ends with Shiki breaking out of prison and says he has a plan that will take effect in 20 years. Well 20 years passed and nothing happened, so clearly Shiki was referring to what happened in Strong World. So either both Chapter 0 and Strong World are canon since they’re directly connected, or neither are canon

Just because Oda drew it, that doesn’t make it canon. It was just promo material for the movie. Is there any statement about Chapter 0 actually being canon? How do you explain away the massive plot hole at the end if it is canon?

That's the point, he doesn't even need to build hype or name the character, the title enough carries so much that it serves to hype Xebec more than ever. Oda has to do so much to hype someone like Loki for example, where we can scale what it means for Shanks to have defeated him, none of that is necessary for an Admiral. Being an Admiral is more than enough hype, just taking one down regardless of which Admiral it is, is supposed to be a massive deal.

Feeding an admiral to Xebec as his first hype feat is a statement made from Oda that Xebec was different beast and why Roger and Garp tag teamed.

No admiral became hype tool before for any character.....Even Kuzan went down but oda gave near equal portrayal to both Kuzan and Akainu with 10 days fight and climate divide of PH.

Here, oda let Xebec kill an admiral....

One can argue it's holy land....but Oda just went over the top by saying "Xebec killed an admiral" which futher gives more weight than just "defeating an admiral"

I think it's over for Greenbull = Akainu agenda, in the pirate world he caps at Yonkou lvl, not PK level like Akainu (and the C3).

Sengoku and Tsuru were both Admirals. The 3rd Admiral position was left vacant because the WG really wanted Garp to take that position. That’s the only way I can explain why the 2 other Admirals from Roger’s era are never shown or mentioned.

They were never shown before because Oda wanted it that way, and any other explanation is simply false. Any other writer would have shown them long time ago.

Tried going over the timeline on the Wiki to see if maybe there is any clue to who that admiral could be or if anything else fits but doesn't seem like anything works.

Only thing that adds in is how apparently Tsuru, Garp and Sengoku joined the Marines 56 years ago but thats only Vivre Card as well. Could argue maybe one joined because of what happened but that seems like a shot in the dark too.
