It's not even Kaido downplay, I do think he was the most impressive top tier by a margin when Wano ended.

Newgate having the most destructive fruit in the verse did not stop him from having powerful Haki and of course Rocks isn't an exception. Rocks however simply being just a powerful Haki user does not really compute given Kaido's statement about Roger's Haki transcending everything else during his era.

We most likley see more haki bullshit that make that statement make more sense.
Since Kaido said that we have seen Haki undo DF transformations , being key to hurt unkillable enemies , store haki for 800 years .
So who know what else will pop up haki wise lol .
