Go look at their moveset in the games and compare it to Mohawk’s moveset. It’s very obvious why one is WSSM and the others aren’t.

Haki beams and guns aren’t swordsmanship. Roger and Shanks ARE swordsmen, but that just part of their skill set.

That could very well be just because GB was massively stronger than Weevil, or it could be because GB was threatening the Sphinx civilians and Weevil is too good of a person to not give himself up for their sake.
