I think while this chapter doesn't upscale Mihawk to be above Rocks, it does disprove any notion that just because somelike like Shanks and Roger who's sending out shockwaves or airbar or someshit, it doesn't disqualify them from being Swordman.
So while yes, given how hard Oden is ricking Shanks's dick, there's a chance that Oda thinks of Shanks as being stronger. But until further notice, and until directly stated so, Mihawk is stilll the World Strongest Swordman, and the stronger swordman between the two. Abeit it's still an extreme extreme diff fight

The purpose of that scene wasn’t to hype Green Bull, it was to make you feel bad for Weevil who stood up against the evil Marines to protect Whitebeard’s home. Green Bull being hyped as negging Weevil was just a result of that dynamic.

Wouldn’t you agree that it would be in-character for GB to agree with Nezumi and try to steal WB’s vast treasures from the non-WG affiliated civilians of Sphinx and give it to his CD overlords, even if it meant slaughtering the entire island? So if GB beat Weevil’s ass fair and square, why leave WB’s treasure untouched? It doesn’t add up. Some deal must’ve been made

This is actual proof of how crazy that feat is. Given Kizaru was hyping Weevil on Young WBs level, You have to create a scenario for it to not be a stomp in favour of GB. GB's feats are nutty. Just keep him far away from the GodKing.

Or it's a subtle acknowledgement that making a black blade doesn't have to do without your overall power but instead of some kind of specific application of mastery that's unique to sword humpers. Just like hurting the HK is using CoC in some kind of special technique or something.
Interestingly if you extend this idea, it could be that making a black blade is more akin to overcoming a shortcoming of strength by mastering the blade more effectively etc.

But for now it's funnier to just argue Shanks vs Mihawk lol
