Although unique swordsmanship doesn't necessarily mean unique swordsman.. Unless it's outright stated in the manga that Xebec is a Unique Swordsman.. You're safe for now, you don't have to sweat..

Mihawk is the best at swordsmanship. Shanks is good at swordsmanship, but he clearly has other strengths:

Most of Shanks’s feats are haki feats that have little to nothing to do with swordsmanship.
