No name Admiral, in Marijoa, against God level Xebec Is not really a problem.

He maybe random to us as reader cuz it's sudden plot progression, but with this showcase we can conclude that sum character are needed to be at least on tier below their level at final war. Specifically any character outside 12 "main" Key player like Law, Zoro, Loki, Yamato, Mihawk, or even Kidd etc. Cuz Gorosei even though we didn't see their full haki, their haki blast especially Topman is probably only tier below them. And we got HK too
