Rayleigh's scenes here are supposed to be dramatic, for the sake of romance. That's all it is. We have no idea who he fought or what he just went through. You can't downplay BM shitting her pants at the sight of Garp, then running away, and then overanalyze Oda trying to make a Romeo and Juliet chapter for Rayleigh where he is huffing and puffing for the sake of drama. Usually when characters are emotionally invested in something Oda will draw them in this manner.
The Big Mom scene had no other purpose other than Garp punking her for the sake of it, it's purely done for Garp to flex on her. There is no way to twist it into Rayleigh somehow looking worse than BM when she is soiling her pants while Garp laughs off her attack. WB ran but he didn't get punked in the same manner. He's actually the only one Oda made sure to draw not sweating if I'm seeing correctly.

The Garp scene was lighthearted to begin with, especially when he comes in hot while calling Newgate a sea king lol. Oda also made sure to highlight that BM and WB didn’t want to drag things out as it’s a waste of time. BM just threw a half-assed attack while on the run to try and slow Garp down, it’s not like she was locked in anyways. It’s already established that she didn’t want to waste time.
