You are acting like these people know the personality of someone who lived 800 years ago. We have no idea if Jones a Blackbeard analogue anyway. And Im sure Jones was bad. It would not surprise me if he was enslaving the world and the AK was oppressive before Imu came along with the 19 kingdoms.
Anyway, Xebec is nothing like his son. Thats a good thing. Luffy isnt anything like Dragon either, he's like his grandfather. I dont think that doesnt mean Xebec is OoC for not acting like his son or possibly even Jones.
I think he’s meant to be a more extreme Garp even though they technically believe in the same thing
Similar to how Akainu and Aokiji both believe in the general concept of “justice” but go about it in different ways (with them being close friends or at least cool at one point, given that Akainu spared him for that reason)
Sengoku is definitely an interesting case though you aren’t wrong about that
Loki and Xebec’s ideas are similar but not identical. Xebec may want to be the King of the World like the original Davy Jones but that doesn’t necessarily mean he wants to be the king for the same reason
Indra and Asura's don't reincarnate with the same morality either though. Sasuke isn't as evil as Madara, but they could be considered on similar wavelengths. Like Teach and Xebec are, they both want the *exact* same thing
Davy was a good king. Imu applied domi reversi and made Davy do bad things. Then Imu manipulated the 20 kingdoms to joined forces against Davy. Joyboy was Davy's friend, fought on Davy's side and lost.
Tbh I hope he was bad. It gives weight to what Rayleigh talked about Roger and them being too hasty and the reality of it all being more mixed. Plus we see now that Harald is apologizing for shit his ancestors did 1000 years ago. I dont think hes exactly brainwashed for doing this. It shows that while the WG was bad, it almost seems like they were inevitable.
And because of that I dont think all D. were good. Blackbeard is indicative of that. Part of me thinks and hopes the AK wasnt some benevolent kingdom. The 20 Kingdoms rebelled for a reason and I think it was because they were oppressed.
How Joyboy and Lily factor into that though is anyone's guess. Clearly Alabasta was meant to rebel and then they didnt actually take part in it.
He might be a secret davy but tbh we have enough secret names lmao. His family was probably related to the davy jones line compared to luffy's being the joyboy one

I'm gonna be honest I don't think Xebec is that great of a character.
He started off great but his Harald simping was starting to borderline look like how Luffy simps for Shanks. He's also just a PG watered down Teach who stole his face but doesn't have the same lvl of savagery to go with it. Fighting style was also extremely boring compared to Teach.
And last but not least he died a dog's death, bathing in his own tears. Put down like a helpless mutt after talking big. He's alright.
Maybe I'm being a bit harsh because he ended up a lot more of a good guy than originally anticipated.
He's a legend too, love his voice. As you said opposite of typecast with how different these 3 are to each other but they are all iconic leaders too funnily enough. He gives that nice sort of regal flair or authority to his characters, aura-thority even lol. All 3 are compelling characters but so insanely different to one another.
