Owarida. Confirmation PK tier is simply Yonko level + circumnavigating the entire globe. No requirement of strongest or beating any peak pirate who defined the era
Roger never defeated any prime Yonko in battle. Stalemated Primebeard, Gram Polo Jr and rookie Oden with 3 prime top tiers in his crew, sneaked around to avoid fighting Prime BM and Streusen inside her turf
Best he did was prob beat young rookie Kaido who often let himself be captured by Marines for free food and if parallels are any indication, he prob pulled up with his entire crew to gang up on a young rookie like Saint Red hair Pirates did in MF

Have you found the panel that says fishman island joined Whitebeard’s territory 20 years ago? Or have you found the panel that says that there are no effects from big mom and kaido’s defeat?
