This is Ochoku just before the God Valley Incident:

Now there's him sometime after God Valley:

We know that he wasn't in God Valley and Marlon couldn't seriously injure him, so who scarred Ochoku after God Valley? Was Ochoku defeated post God Valley and before the Rocky Port Incident? If positive, why didn't the winner claim Hachinosu for themselves?

It was clearly made with a edged/bladed weapon, so people like Kaido are probably out of question. Please, share your thoughts.

The Yonko are pirates who have a lot of territory under them, strong underlings, and more. Ochoku just sat on Hachinosu probably jerking off every day for 40 years while the other Yonko were getting active, engaging in territory battles, collecting Road Poneglyphs, etc.

Yeah, I don´t see how you can get around he´s clearly weaker then Blackbeard and Marco.

This is probably just a doffy situation, underworld connections, COC and a cult of personality among people who follow him, being really loyal. And similar with him willing to do sneaky methods to get on top(didn´t he turn shakky into the marines?)

and him getting a scar probably won´t be plot relevant, so idk

Even if we assume they are powerful it doesn't really matter, he still didn't have any territory besides Hachinosu and obviously wasn't nearly as motivated as the Yonko were. No reason to make him one of them if he's barely similar to them at all.
