The whole point of Xebec wasting an Admiral was to hype up Xebec’s strength. It wouldn’t make sense for Jiaga to be significantly weaker than current Admirals

It feels very obvious that they're not just going to be complete frauds with no regen. I think even without it Shamrock could give other top tiers like Issho for example a pretty good fight

Yeah, but the implication is that they get greater attention from the public, not that the rest of the government before Imu wasn't really known to the public, which wasn't clearly confirmed before last chapter.

There’s no reason to believe Admirals > HK Garling, much less Gorosei Garling. Jiaga performed just as bad against Xebec.
