You are so fixated on the technicalities of defending vs attacking that you’re missing the point of when Xebec was actively fighting back and when he just stood there and let himself be hit lmfao. Garp and Roger never would have won if Xebec hadn’t just stood there and did nothing. It would have been Harald vs Saint Shanks and Gaban all over again.
DR Xebec, a god tier and Joyboy level character, was getting straight ragdolled by Garp and Roger at times. Bro was getting tossed around like a hot potato.
The only reason Garp and Roger were struggling was because of the passive CoC barrier.
Even if Xebec stood still and did nothing, Garp and Roger would still only be able to inflict superficial damage, because Xebec would passively cancel out their attacks. This is manga fact, you with me?:

There are no passive barrier, the first clash was just a Haki CoC outburst.. Kaido did it against Luffy..
They just had to overwhelm his CoC Immortality body.. Like bypassing Kaido's defense and Big Mom but CoC Immortality..

The point is Garp and Roger had to surpass Xebec's CoC defense to win. Not that Xebec took it down which allowed Garp and Roger to win. The latter interpretation directly contradicts the manga.
